Türkiye Scholarships (Türkiye Bursları) is a fully funded government scholarship program offered by the Presidency for Turks Abroad and Related Communities (YTB) to international students from around the world, including Libyan students who wish to study in Türkiye. Core scholarship benefits
- Full tuition exemption throughout the study period.
- University and program placement provided through the same application system.
- Monthly stipend: Bachelor’s/associate degree: about TRY 6,500 · Master’s: about TRY 9,500 · Doctorate: about TRY 13,000.
- Public student accommodation, generally including breakfast and dinner.
- Comprehensive health insurance through the General Health Insurance system (GSS).
- A flight ticket to Türkiye and a return ticket after graduation.
- One free year of Turkish-language study—even if the academic program is in English—with a requirement to reach C1.
- Social and cultural activities: Orientation programs, gatherings, and trips, as well as an extensive alumni network (Türkiye Alumni).

Bachelor’s (all programs): 70% or higher · Medical programs (medicine, dentistry, pharmacy): 90% or higher · Master’s and doctorate: 75% or higher.

Associate degree/diploma and bachelor’s: up to age 21 · Master’s: up to age 30 · Doctorate: up to age 35 · Research scholarship: up to age 50.

Nationality and academic status
All non-Turkish students may apply, including graduates and those who will graduate before August of the application year. Turkish citizens, former Turkish citizens, and students already enrolled at a Turkish university at the same degree level for which they are applying are not eligible.

Documents required to apply
- Passport / identity document: A valid passport, or a national identity card if accepted—a clear PDF or high-quality image.
- Personal photograph: A recent personal photograph taken within the past year, with a clear background.
- Diplomas and transcripts: Bachelor’s: high school diploma and transcript, or the latest semester transcript for final-year students. Master’s: bachelor’s diploma and detailed transcript. Doctorate: bachelor’s and master’s diplomas and transcripts.
- Recommendation letters: Two to three letters from university professors, administrators, or employers describing your academic conduct and character.
- Letter of intent: It should explain why you chose Türkiye and this particular field, your future plans, and how you will contribute to Libya’s development after graduation.
- Additional certificates (optional): Language certificates (TOEFL/IELTS/YDS), international examinations (SAT/GRE/GMAT), or certificates for volunteering, community participation, courses, and awards.
Applying for Türkiye Scholarships step by step

Create an account in the application system
Open the official application system and create a new account using your personal email address.

Complete personal information
Confirm your email and sign in, then complete personal, family, and contact information accurately and exactly as shown in your passport.

Add educational information
Enter school or university details, years, and grades, then upload clear copies of diplomas, transcripts, and required documents.

Enter social and volunteer activities
Camps, associations, scouting, student work, courses, and competitions.

Write the letter of intent
Write it carefully in the designated fields and avoid copying and pasting from the internet to prevent rejection.

You can choose approximately 12 programs, diversifying across different cities and universities to improve your chances of acceptance.

- A strong, sincere letter of intent: Discuss your personal story, motivations, future goals, and how you will benefit Libya after graduation. Avoid copying ready-made text.
- Volunteer and leadership activities: Include all community participation, student work, scouting, unions, and youth initiatives. The scholarship seeks leaders and people who make an impact, not only academically outstanding students.
- Choose universities strategically: Do not limit yourself to major universities in Istanbul and Ankara. Diversify your choices to include cities such as Konya, Kayseri, Samsun, and Gaziantep to improve your chance of receiving a place.
- Prepare for the interview: If shortlisted, be confident, courteous, and clear when discussing yourself and your plan, and be ready to answer questions about your field and country.
- Avoid common mistakes: Do not upload unclear documents, enter incorrect information, or use an unprofessional email address. Any inconsistency in the data may lead to immediate disqualification.
